Follow up re/ Cal Trans
Hi Tim, wanted to check in with you.
When AM Bloom was here with us in September, we talked about having a meeting with Cal Trans (and maybe CHP) to
discuss a sustainable solution to the chronic encampment/panhandling that happens at the south bound 101 offramp to
Sunset Blvd (at Van Ness).
I know that Richard had asked for evidence that other freeways build walls along their ramps...l know I've seen
this. Someone I discussed this with lately said he thought the different between the 101 and perhaps the 405 or 5 is
that they are interstate highways. Don't know if that is true, but we have to come up with something that will protect
not only that neighborhood, but vehicles stopped at that stop sign.
We stand willing to help or advocate in any way. Let me know your thoughts.

Thank you for agreeing to participate in the conversation with Assembly member Bloom on Thursday morning. We are
fortunate that Councilmember Mitch O'Farrell will be joining us as well.
I am going to have you assemble around 8:30 a.m. - we will be taking him at 8 a.m. on a tour driving through the two
BIDs to show him some of the areas where encampments have been forming (both on our sidewalks and adjacent to
freeway ramps). Then we will come back for a conversation. I think we may have him until about 10:15 or 10:30.
You have been invited because you represent companies and businesses that have a rich history in Hollywood and can
attest to the changes we've seen (the deterioration as it were) over the past year or so. It is important, also, that you
share how the trends of late have impacted your tenants, residents, employees etc.
We are grateful that we have access to two elected officials who take seriously their responsibility to represent their
constituencies - and I am confident that your observations, anecdotes and suggestions will be useful to them.
I'll have coffee and some light refreshments here for you while we complete the tour of the BID.

Kerry my District Director Josh Kurpies asked that I get some more background information from you. As you know
trying to get Richard and Mitch in the same room to hear from Hollywood BID members was hard to arrange so I want to
be sure we go in with as much as information as possible so that Richard can ask the questions he needs to hear answers
to and get straight to the point so this meeting is productive. If you could shoot me a couple bullet points on what you
would like this meeting to focus on, I would greatly appreciate it. See questions below:
What do the business leaders want to talk to Richard about? (Rise in Hollywood Homelessness yes but, what
specifically?)
What are the specific issues? (Violence, drug usage increase, etc.)
What has the city done to mitigate these concerns?
What would you like our office to do to address them?
What service providers are they working with?
What service providers cover this area?
What's the status of the WHGFC (food truck)? (Last I heard they were still looking for a place to rent, but had no luck and
since Councilmember Ryu has been in office I'm not sure if the issue is getting the same attention it did before,
thoughts?)

will also be joining us to represent Ben. Please checkout the last email I sent you regarding what you think the business

other issues. I want to give Richard as much information as possible before Thursday morning so that when he comes to

We had the BID patrol on deck to do a tour of the neighborhood at 8 a.m. Is that feasible? Normally they go out and
wake up encampments at 6 a.m., and on that morning, they are going to wait, but it is likely by 9 a.m. many will be up.
I am curating a careful list of key owners so that you have an intimate but accurate dialogue about what is going on.
So far, I have Carol Massie, president of the Sunset /Vine BID, and owner of two McDonald's in Hwd.
Bill Humphrey, General Manager for Sunset Gower and Sunset Bronson Studios, where new Icon building is under
construction and Netflix is leasing 200,000 sq. feet.

We have a meeting scheduled with Assemblymember Richard Bloom this Thursday - his office reached out to

1. I am in final stages of negotiating the media partnership with KCRW, and they liked my idea of having marquees
ptpromote the festival and their relationship. See the attached. Do you think you could commit to this at least

State officials are hearing about homeless situation - Hold 9/24
Monica, I've been forwarding information about our current situation in Hollywood to the office of Assemblymember
Richard Bloom now for several months.
I got a call from his local deputy on Friday - the Assemblymember wants to come to Hollywood to meet with a small
group of stakeholders about what is going on - he has heard complaints from throughout his District. If there is to be
any relief on issues related to Prop 47 or AB 109 - this will have to be a state legislative fix, so this is good news. Mitch
O'Farrell will also be involved - and they are trying to reach out to State Senator Ben Allen (he actually takes up more of
Hollywood now; Kevin DeLeon has a relatively tiny piece now).
So - this is a good dress rehearsal to a meeting with the mayor. Looks like the date will be Thursday September 24 -
likely the morning. Hold that date - and we can talk later about who to involve.

Let's do 9am-10:30am, I will be scheduling other events regarding the homelessness situation with the
Assemblymember before and after this meeting. My idea is to have a morning showing Richard how much the
homelessness situation has changed in Hollywood over the past year will most likely include a tour of My Friends Place
as well as a site visit to Ivar and other hot spots with LAPD escort from Hollywood division and I have a couple other
ideas. Of course, I will keep you ali updated with that schedule of events if Mitch wants to join Richard he is welcome to
do so. This meeting with Kerry and others is what the morning will center around. My plan is to have Richard in the
Hollywood area focusing on the homelessness issue from roughly 7:30-8am until Noon. Hope that makes sense.

Hi Tim,
Wanted to reach out to you to see if you are hearing from any other constituents in the Assemblymember's district -
from "the trenches" - as to how the homeless/transient experience is playing out in our neighborhoods?
We are getting calls and complaints daily from stakeholders here in Hollywood complaining (and in some cases
expressing fear) about the erratic, unpredictable and scary behavior of many individuals who are living on the streets of
Hollywood. This is not something that was happening a year ago - something has changed.

Yesterday we had a meeting of stakeholders on one street in Hollywood - Ivar- which has been particularly impacted,
partially because of many vacant buildings and the presence of the public library. We had over 30 stakeholders in the
room. Heard stories about how the LA Film School will hold their students in a classroom at the Ivar Theatre because it
is not safe for them to be on the street. Heard about employees at Beso (very nice restaurant) being afraid to come to
work. Heard from a broker that potential tenants come to Hollywood and take one look at what's going on and will say
"no thanks."
I am copying Dan Haldan on this email, he is the field deputy for Councilmember Mitch O'Farrell. He and I presided over
the meeting. We had LAPD and BID Patrol in the room, and we are all going to work together to address the situation on
this street, but this is just putting the finger in the dike of what is happening in Hollywood right now.
There are certainly things that fall within the city of LA's purview (housing) and the county (mental health treatment)
but some of these root causes may be emanating from state policy change. I'm wondering if the Assemblymember is
aware of anyone tracking the [unintended] consequence of liberalizing drug use as a result of Prop 47? We are seeing
more evidence of used needles being discarded in Hollywood and people very high on meth.
Three weeks ago, we had a conference of BIDs from throughout the state - on this topic. We thought 40-45 would show
up. We were blown away with over 100 people in the room. This trend seems to be happening in many of the
downtowns throughout the state.
The other theory that surfaced related to consequences of AB 109. Is there good research that identifies what is
happening to people when they are released from the criminal justice system - how many are ending up homeless?
I am reaching out to you because this situation is unlike anything we've experienced in all the years I’ve been managing
this BID.

Kerry my District Director Josh Kurpies asked that I get some more background information from you. As you know
trying to get Richard and Mitch in the same room to hear from Hollywood BID members was hard to arrange so I want to
be sure we go in with as much as information as possible so that Richard can ask the questions he needs to hear answers
to and get straight to the point so this meeting is productive. If you could shoot me a couple bullet points on what you
would like this meeting to focus on, I would greatly appreciate it. See questions below:
What do the business leaders want to talk to Richard about? (Rise in Hollywood Homelessness yes but, what
specifically?)
There appears to be more individuals living on a streets now, as compared to a year ago. Seems that we are in the midst
of a new trend - and hard to put a finger on what is going on.
Because of the perceived violence and erratic behavior, business leaders are concerned because they are hearing from
their tenants, potential tenants, employees and customers about an increasing fear to come to Hollywood/do business
in Hollywood/live in Hollywood. This is a reversal of a trend that we've been working for more than a decade to
address. Hollywood has had a number of public safety challenges in the last five years or so (nightclub violence, some
gang activity, violence associated with mental illness) but this is a new trend.
What are the specific issues? (Violence, drug usage increase, etc.)
Some of the characteristics of 2015 state of homelessness that are different from previous years include:
• Increased violent behavior exhibited by people on the street (and BID Patrol can definitely attest to this). Could
be mental illness, but there are weapons involved (particularly knives)
• Great incidence of visible drug use, and people who appear to be under the influence
• Discovery of needles - had not been a major issue before
• More young people "hanging out" on our sidewalks; travelling in groups, with pets, panhandling, doing
drugs. Very intimidating to passersby
What has the city done to mitigate these concerns?
We have a very productive relationship with LAPD - they help us to address hot spots, but it seems that once one is
ameliorated, another one pops up.

Our council office is also very engaged - and is experiencing similar issues all throughout the council district; not just
Hollywood.
One concern we have is that the "permissive culture" that has resulted from ACLU lawsuits may be sending the message
that living on the streets in LA is tolerated more than other cities.
Today, declaring a state of emergency is a good move; gets everyone's attention.
What would you like our office to do to address them?
The state has control over some things not within purview of city/county.
First, we need better policing of on and off ramps, where little encampments crop up. We've met with Cal Trans
who says they cannot build barriers. You'll see very specifically the situation that has been created at the 101
southbound offramp at Sunset. There are people living alt along the freeways in LA.
Second, can someone do a definitive study as to whether one of the unintended consequences of Prop 47
resulted in a permissive drug culture which is destroying lives?
Third, is the uptick in violent behavior linked in any way to realignment - we don't want to jump to conclusions,
but if there are people leaving the criminal justice systems with limited access to employment and housing, this
has made the situation worse.
Fourth, affordable housing is a critical need in LA - and this is exacerbating the situation as rising rents force
people out of their homes.
What service providers are they working with?
Our local providers are PATH, Housing Works, Step Up on Second. Lately, we've been having some promising meetings
with DMH on some of their new intervention programs for the severely mentally ill.
What service providers cover this area?
Same as above
What's the status of the WHGFC (food truck)? (Last I heard they were still looking for a place to rent, but had no luck and
since Councilmember Ryu has been in office I'm not sure if the issue is getting the same attention it did before,
thoughts?)
That situation is off my radar at this point. I know it is a big issue for the Hollywood Media District. I've had so many
plates spinning up here lately, I haven't really kep track.
